1. Importância das Conferências Nacionais.
primeira conferencia em 1941 (divulgado pela Presidência na Teia 2010)
Só do final de 2009 e 2010 mais de 7 Conferencias Nacionais.
Importância da participação da sociedade organizada.
O ensino de ciências é tão importante que não deveria ser discutido somente por cientistas!
2. Quanto encontramos a resposta, percebemos que a pergunta já é outra!
3. Articulação da Ciência e Tecnologia com Educação, Cultura e Comunicações (no mínimo)
política partidária – loteamento do ministérios.
4. Formação de professores
antigo problema – valorização do professor – formação: papel das faculdade de educação.
Rede – rede de comunicação e aprendizagem
Currículo
Infra estrutura – incluindo arquitetura
Material educacional
5. Política explicita de uso de Software Livre
Filosofia hacker <=> a base é a colaboração e e generosidade.A produção de conhecimento científico se dá a partir das discussões abertas das soluções geradas. Colaboração de fato e não a da "co-autoria amigável" (Sguissardi e Silva Jr, 2009)
Qualificação da juventude para suporte e desenvolvimento em software livre. Política púlica articulada com políticas de trabalho e primeiro emprego (exemplo de Irecê).
Articulação com Portal do Software Público Brasileiro e CulturaDigital.br.
6. Licenciamento aberto e padrões abertos de documentos
– Rossio não-rival (singela homenagem a Imre Simon)
– articulação com MinC na discussão sobre a Reforma da Lei de Direito Autoral ((lei 9.610/98) – consulta pública em abril.2010
– apoio à publicação de livros com licenças abertas (CC ou Copyleft) <=> valorização nas avaliações
– adoção de padrões abertos de documentos (odt) e dos CODECS de áudio (Ogg Vorbis, FLAC) e vídeo (Ogg Theora, Dirac) livres de patentes.
7. Material educacional (e cultural)
Recursos Educacionais Abertos (REA) – incentivo
– produção de materiais com licenciamento aberto
– intensificação no uso de suportes diversos como áudio (rádio web), vídeo, objetos digitais, wikis
– apoio ao Portal do Software Público Brasileiro
– apoio ao Domínio Público
– apoio a produção por pares de "objetos discretos" para a educação (exemplo RIPE) = Ir além do licenciamento aberto. Possibilidade e incentivo à remixagem.
– incentivo ao uso de ferramentas em software livre para a elaboração, manutenção e gerenciamento de recursos educacionais abertos
8. Portal de periódicos da CAPES
importante investimento ma aquisição dos direitos e viabilização do acesso
porém, duas frentes paralelas:
I. necessidade de outras intervenções:
– infra estrutura nas bibliotecas públicas (máquinas + impressoras)
– Apoio e envolvimento na definição do PNBL
– articulação com Proinfo e UCA
II. pelo menos igual investimento na política de Arquivos Abertos
– trabalho do IBICT com o SEER e INSEER
– política de valorização nas avaliações de publicações em revistas de acesso aberto
Intensa incorporação de redes sociais nos processos educacionais.
Mudanças na Políticas do Livro Didático => ênfase em REA
8. Pontos de Ciência e Tecnologia
Pensar numa forte articulação com os Pontos de Cultura (e com o modelo Ponto de Cultura) como uma possibilidade concreta de, através dos kits multimídia (<=> cultura digital) estimular que os mesmos possam, junto com professores e alunos das escolas da região produzirem materiais e programas de divulgação científica como forme de apoio e suporte à formação científica da juventude.
Articulação com os NTEs no sentido de se constituírem também em pólos produtores de material educacional, cultural e científico
Dificuldade de gestão (os recursos não chegam na escola e quando chegam são mal aplicados) = aprender com a experiência do MinC: outras formas de promover os editais, outra forma de (tentar) fazer as prestações de contas. outras formas da gestão pública… pensar! Não adiants culpar a escola, diretores e professores!
Penso que é muito mais do que popularização da ciência. É formação!
A dicotomia entre o não forma (extra curricular) e o formal (curricular). A escola é o purgatório para a passagem para o aprendizado pelo lúdico e prazeroso.
9. Rede de formação de professores
Articulação do sistema como uma todo. Exemplo da Bahia (mapa com a localização das IES) <=> rede de formação de professores e produção de recursos educacionais abertos.
